From Jan. 1989 thru Christmas 1998, the photo-print edition of THE OPEN RECORD was distributed free of charge nationwide and in Canada, to adoption organizations, adoption affected individuals, lawmakers and agencies. It is now being distributed worldwide. THE OPEN RECORD is purposely NOT copyrighted, because our words are OF THE PEOPLE, BY THE PEOPLE, FOR THE PEOPLE. Every issue is catalogued at the Library of Congress, Serial Record Division, and we encourage you to forward THE OPEN RECORD to others or excerpt items without need of permission.
